Important: New regulations for family allowance and childcare allowance effective November 1, 2025

As of November 1, 2025, there will be a change to the Family Burden Equalization Act (FLAG). This affects people who:

  • are between 18 and 65 years old,
  • have a temporary right of residence (for displaced persons from Ukraine),
  • receive family allowance or childcare allowance,
  • are not working—i.e., are neither employed nor self-employed.

What needs to be done?
These individuals must register with the AMS as job seekers or obtain confirmation from the AMS that they will not be registered. This can be done from November 1, 2025. It does not have to be done on November 3.

When is registration not necessary?
In certain cases, registration with the AMS is not necessary, but this must be confirmed by the AMS. This applies if you

  • are sick or unable to work (with a doctor's note),
  • are attending school or university,
  • receive a pension from Ukraine or have reached retirement age in Austria,
  • are caring for a child under the age of 2 (parental leave),
  • are on maternity leave,
  • are caring for relatives (from care level 3).

The AMS does not provide any information about applying for or the amount of family allowance or childcare allowance.
